One way to fix this, is to edit /etc/systemd/system.conf and set DefaultMaxTasksDefaultTasksMax=4096 - another is to edit the service file for the pplauncher directly /etc/systemd/system/pplauncher_service.service and set MaxTasksTasksMax=4096 within it in the [Service] section.
